Under her management, E.L.S. and Associates has been instrumental in developing and securing legislation and funding for a number of antiterrorism projects, military and homeland security programs, biometrics, communications, and a major increase in awareness and support for a broad array of forensic science disciplines. The company's clients represent a spectrum of national and international firms, large as well as mid-sized corporations, and several start-ups interested in exploring and securing funding for developing technologies as well as participating in a variety of government programs.

As the Managing Principal of the firm, Ms. Lavach plays a hands-on role in ensuring that each client receives timely, detailed, and complete attention to their needs.  She ensures that the guiding policy of the company is to assist each client in achieving their business goals and objectives in an ethical and professional manner.

In addition, she has served on a number of commissions and study groups and is currently a member of the National Defense Industrial Association Biometric Committee and Chairs the Forensics Subcommittee. She is a member of the Board of the International Executive Service Corps, a Board Member of the National Safe Haven Alliance, and a Member of the Board of the Congressional Schools of Northern Virginia.

Ms. Lavach is a graduate of Western Connecticut State University with a B. A. in Political Science and received her Master of Arts degree in International Studies from the Claremont Graduate School. She is a frequent speaker before national associations, providing insight on trends in government policy and funding for defense, homeland security, energy, biometrics and biotechnology issues.


Beth Lavach was the founder and is President of E.L.S. and Associates. She has a lengthy and wide range of experience in the areas of government operations, legislative and regulatory development and implementation, and public-private sector initiatives.

Prior to founding E.L.S. and Associates, Ms. Lavach spent more than a decade in the corporate environment, holding positions as Vice President, Government Relations for a prominent U.S. corporation, Government Marketing Executive for another, and as a partner in a major Washington-based lobbying firm. In those key roles, she was closely engaged in planning and implementing business strategies, identifying and analyzing federal and state legislative initiatives and actions, political trends, and the implications of government policy on business operations and strategic planning and direction.

Before moving into the corporate environment, Beth served as a senior staff member for several Members of Congress, acting as an advisor on legislative issues related to defense contracts, appropriations, base closures, science and technology, foreign policy, and international trade. She is well versed on the legislative process, the Washington protocol, and is well respected by the many members of the various government agencies with which she has worked.
